Bayelsa Proposes 33 LGAs, State Police, and Other Reforms in Constitution Review
Bayelsa State has submitted proposals for constitutional reforms to the House of Representatives' Committee on the Review of the 1999 Constitution. The proposals include the creation of 25 additional local government areas, bringing the total to 33, as well as the establishment of state police, fiscal federalism, electoral reforms, and judicial reforms.
The Attorney General and Commissioner for Justice, Mr. Biriyai Dambo, SAN, presented the state's position at the public hearing, explaining that the creation of new LGAs was necessary due to the over-population of existing councils. He stated that some LGAs have more than 150 communities, making it difficult to provide effective governance.
The state proposed fiscal federalism, advocating for full control of natural resources located onshore and offshore by federating states. Bayelsa also suggested that 40% of tax be paid to the federal government, while states retain 60% of revenue from their resources.
The state strongly advocated for the establishment of state police, arguing that it would strengthen the capacity of states to fight crime and provide adequate security. Bayelsa believes that Nigeria is ripe for state policing and that it would be in line with true federalism.
The state's proposals also include review of the local government system and local government autonomy, review of the exclusive and legislative list, electoral reforms to strengthen the Independent National Electoral Commission, and judicial reforms.
The Governors of Bayelsa and Delta States, Senator Douye Diri and Rt. Hon. Sheriff Oborevwori, expressed support for the constitution review exercise, noting that it would address the flaws and gaps in the existing Constitution.
The proposals submitted by Bayelsa State highlight the need for constitutional reforms to address the challenges facing the country. The creation of new LGAs, establishment of state police, and fiscal federalism are some of the key proposals aimed at promoting true federalism and equitable resource distribution.
